Public Holiday Entitlements
Agriculture & Allied Industries Wage Regulation Order
- If an employee who is scheduled to work on a Public Holiday (which falls on any day of the week) enjoys it as a day off (in lieu of the Public Holiday entitlement), then the employee is entitled to his/her normal full wage with regard to such day.
- If the employee works a normal day of work (part of the normally scheduled roster) on a Public Holiday (which falls on any day from Monday to Sunday), apart from his/her normal wage, the hours worked on such Public Holiday are paid at double the normal rate.
- If a Public Holiday falls on a day off between Monday to Sunday (when the employee is not scheduled to work and no work is carried out), then the equivalent in hours of one day vacation leave is to be added to the employee’s vacation leave entitlement.
- If the employee is called in to work on his/her day off (over and above the normal schedule) on a Public Holiday which falls between Monday to Sunday, then he/she should be paid at double rate for each hour worked on such Public Holiday and the equivalent number in hours of one day vacation leave are to be added to the employee’s vacation leave entitlement.

Beverage Industries Wage Regulation Order
- If an employee who is scheduled to work on a Public Holiday (which falls on any day of the week) enjoys it as a day off (in lieu of the Public Holiday entitlement), then the employee is entitled to his/her normal full wage with regard to such day.
- If the employee works a normal day of work (part of the normally scheduled roster) on a Public Holiday (which falls Monday to Friday), apart from his/her normal wage, the hours worked on such Public Holiday are paid at time and half the normal rate.
- If the employee works a normal day of work (part of the normally scheduled roster) on a Public Holiday (which falls on Saturday and Sunday), apart from his/her normal wage, the hours worked on such Public Holiday are paid at double the normal rate.
- If a Public Holiday falls on a day off between Monday to Sunday (when the employee is not scheduled to work and no work is carried out), then the equivalent in hours of one day vacation leave is to be added to the employee’s vacation leave entitlement.
- If the employee is called in to work on his/her day off (over and above the normal schedule) on a Public Holiday which falls between Monday to Friday, then he/she should be paid at time and half the normal rate for each hour worked on such Public Holiday and the equivalent number in hours of one day vacation leave are to be added to the employee’s vacation leave entitlement.
- If the employee is called in to work on his/her day off (over and above the normal schedule) on a Public Holiday which falls on Saturday and Sunday, then he/she should be paid at double the normal rate for each hour worked on such Public Holiday and the equivalent number in hours of one day vacation leave are to be added to the employee’s vacation leave entitlement.
Shift Workers
- If an employee who is scheduled to work on a Public Holiday (which falls on any day of the week) enjoys it as a day off (in lieu of the Public Holiday entitlement), then the employee is entitled to his/her normal full wage with regard to such day.
- If the employee works a normal day of work (part of the normally scheduled roster) on a Public Holiday (which falls on any day from Monday to Sunday), apart from his/her normal wage, the hours worked on such Public Holiday are paid at time and half normal rate.
- If a Public Holiday falls on a day off between Monday to Sunday (when the employee is not scheduled to work and no work is carried out), then the equivalent in hours of one day vacation leave is to be added to the employee’s vacation leave entitlement.

Hotels and Clubs
The full-time Hotel employees (excluding Maintenance workers and Watchmen) are entitled to Public Holidays with full pay as follows:-
- If an employee who is scheduled to work on a Public Holiday (any day from Monday to Sunday) enjoys it as a day off (in lieu of the Public Holiday entitlement), then the employee is entitled to his/her normal full wage vis-à-vis such day.
- If an employee works a normal day of work on a Public Holiday (which falls on any day from Monday to Sunday), apart from the normal wage, then he/she should either be paid again at flat rate vis-à-vis each hour worked on such Public Holiday OR the hours worked on such Public Holiday are to be added to the employee’s vacation leave entitlement.
- If a Public Holiday falls on a day of rest between Monday to Sunday and no work is carried out, then the equivalent in hours of one day vacation leave is to be added to the employee’s vacation leave entitlement.
- If the employee is called in to work on his/her day of rest (over and above the normal schedule) on a Public Holiday which falls between Monday to Sunday, then the employee is to be paid at double-time vis-à-vis all hours worked and the equivalent number in hours of one day vacation leave are to be added to the employee’s vacation leave entitlement.
The full-time Hotel Maintenance workers and Watchmen are entitled to Public Holidays with full pay as follows:-
- If an employee who is scheduled to work on a Public Holiday (any day from Monday to Sunday) enjoys it as a day off (in lieu of the Public Holiday entitlement), then the employee is entitled to his/her normal full wage vis-à-vis such day.
- If an employee works a normal day of work on a Public Holiday (which falls on any day from Monday to Sunday), apart from the normal wage, then he/she should be paid at double-time vis-à-vis each hour worked on such Public Holiday.

- If a Public Holiday falls on a day off between Monday to Sunday (when the employee is not scheduled to work and no work is carried out), then the equivalent in hours of one day vacation leave is to be added to the employee’s vacation leave entitlement.

Minimum Special Leave Entitlement where no Wage Regulation Order applies.
Full-time employees (irrespective if working on a shift basis or not) are entitled to Public Holidays with full pay as follows:-
- If an employee who is scheduled to work on a Public Holiday (which falls on any day of the week) enjoys it as a day off (in lieu of the Public Holiday entitlement), then the employee is entitled to his/her normal full wage vis-à-vis such day.
- If he/she works a normal day of work (part of the normally scheduled roster) on a Public Holiday (which falls on any day from Monday to Sunday), apart from his/her normal wage, then he/she should either be paid again at flat rate vis-à-vis each hour worked on such Public Holiday or in agreement between the employee and the employer, the hours worked on such Public Holiday are to be added to the employee’s vacation leave entitlement.
- If a Public Holiday falls on a day of rest between Monday to Sunday (when the employee is not scheduled to work and no work is carried out) and no work is carried out, then the equivalent in hours of one day vacation leave is to be added to the employee’s vacation leave entitlement.
- If the employee is called in to work on his/her day of rest (over and above the normal schedule) on a Public Holiday which falls between Monday to Sunday, then he/she should be paid at the applicable overtime rate* vis-à-vis each hour worked on such Public Holiday and the equivalent number in hours of one day vacation leave are to be added to the employee’s vacation leave entitlement.
* the employee is entitled to be paid at the overtime rate of one and a half times the normal rate for work carried out in excess of a forty hour week, averaged over a four week period or over the shift cycle at the discretion of the employer as provided by the Overtime Regulations.
